McCain National Defense Authorization Act which went into effect 1 January 2020. Any changes would require a contract negotiation between The military MWR at large and Disney.<\/p>\n<p>DoD sets the eligibility, but Disney would have to agree to offering the large extra volume of discounts.<\/p>\n<p>Disney currently offers the <a href=\"https:\/\/www.militarydisneytips.com\/blog\/the-disney-armed-forces-salute-military-ticket-and-room-discounts\/\">Disney Armed Forces Salute<\/a> to 4.06 million current military and retirees.<\/p>\n<p>As of 2018 (the most recent year data is available), estimates place the number of service related disability veterans at 4.7 million (about 25% of all veterans). Purple Hearts awarded for Viet Nam through 2010 (all I could find) were 394,794 (the vast majority from Viet Nam (351,794)). It is unknown how many of these people are alive now, but using the total numbers we come to an additional 5.09 million people that Disney would have to offer this special discount to.<\/p>\n<p>Keep in mind that the room discount has been harder and harder to get the last couple of years for those who are eligible now due to lack of availability.<\/p>\n<p>More than doubling the volume of those eligible for the discount would bankrupt the system.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Base_Ticket_Offices\"><\/span>Base Ticket Offices<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p><a href=\"https:\/\/www.militarydisneytips.com\/wp-content\/uploads\/2016\/02\/Otlando-ITT-DIsney-Military-Discount-Tickets.jpg\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-11622\" src=\"https:\/\/www.militarydisneytips.com\/wp-content\/uploads\/2016\/02\/Otlando-ITT-DIsney-Military-Discount-Tickets.jpg\" alt=\"\" https:\/\/www.militarydisneytips.com\/wp-content\/uploads\/2016\/02\/Otlando-ITT-DIsney-Military-Discount-Tickets-400x227.jpg 400w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/a><\/p>\n<p>Those eligible under the John McCain Defense Authorization Act are able to buy the tickets at their Base Ticket Office that do not require a current, valid military ID to use (the <a href=\"https:\/\/www.militarydisneytips.com\/blog\/the-disney-armed-forces-salute-military-ticket-and-room-discounts\/\">Disney Armed Forces Salute<\/a> and <a href=\"https:\/\/www.militarydisneytips.com\/blog\/universal-military-discounts\/universal-orlando-2019-military-discounted-4-day-park-to-park-ticket-offer\/\">Universal\u2019s special tickets<\/a> require IDs).<\/p>\n<p>In other words, they could buy all of the regular military discounted tickets that usually offer a small discount, but not any special highly discounted tickets.<\/p>\n<p>See: href=\"https:\/\/www.militarydisneytips.com\/blog\/shades-of-green-resort-at-walt-disney-world\/shades-of-green-military-ticket-sales-office\/\">in person<\/a> and <a href=\"https:\/\/www.militarydisneytips.com\/blog\/shades-of-green\/pre-order-disney-theme-park-tickets-at-shades-of-green\/\">long distance purchases<\/a>.<\/strong><\/p>\n<h3><span class=\"ez-toc-section\" id=\"Shades_of_Green\"><\/span>Shades of Green<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p><a href=\"https:\/\/www.militarydisneytips.com\/wp-content\/uploads\/2018\/03\/Shades-of-Green-Sign.jpg\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-14300\" href=\"https:\/\/www.militarydisneytips.com\/blog\/shades-of-green-resort-at-walt-disney-world\/\"> Shades of Green<\/a>\u00a0is the Armed Forces Recreation Center on Disney property (there are others world-wide).<\/strong><\/p>\n<p>Shades of Green is a MWR facility and as such is part of this new law.<\/p>\n<p>As of 31 December 2019 Shades of Green has added the following category to their eligibility:<\/p>\n<p>Disabled Veterans Equal Access Act 2018<\/p>\n<p>Those Eligible:<\/p>\n<ul>\n<li>Veterans who are Purple Heart recipients<\/li>\n<li>Veterans who are former prisoners of war<\/li>\n<li>All Veterans with service-connected disabilities<\/li>\n<li>Individuals approved and designated as the Primary Family Caregivers of eligible Veterans under the VA Program of Comprehensive Assistance for Family Caregivers<\/li>\n<\/ul>\n<p>Details:<\/p>\n<div>Veterans are NOT eligible without Veteran Health Identification Card (VHIC). The VHIC must display the Veteran\u2019s eligibility status (i.e., PURPLE HEART, FORMER POW, or SERVICE CONNECTED).\u00a0 Note:\u00a0 VHIC cards are issued to veterans enrolled in VA health care. Visit: https:\/\/www.va.gov\/healthbenefits\/vhic\/ for information regarding eligibility for the VHIC and the application process.<\/div>\n<div><\/div>\n<div>Primary Family Caregivers eligible solely under this act will receive a letter from the VA Office of Community Care that indicates they are the approved and designated Primary Family Caregiver of an eligible Veteran under the Program of Comprehensive Assistance for Family Caregivers and are eligible for these privileges. Eligible caregivers will need to show an acceptable credential along with their eligibility letter.<\/div>\n<div><\/div>\n<div>This new Eligibility category falls under <a href=\"https:\/\/www.militarydisneytips.com\/blog\/shades-of-green\/shades-of-green-walt-disney-worlds-military-resort-room-rates\/\">Price Category 3 for Shades regular prices<\/a>.<\/div>\n<div><\/div>\n<div>Individuals using this new eligibility category are eligible for stays year-round and to use <a href=\"https:\/\/www.militarydisneytips.com\/blog\/faq\/im-not-staying-at-shades-of-green-can-i-use-their-amenities-ticket-office-restaurants-etc\/\">Shades of Green&#8217;s facilities<\/a> as a day-guest e.g. the restaurants, ticket office, and AAFES Store.<\/div>\n<p><strong>This is good news for those affected!<\/strong><\/p>\n<p>But, again here we will run into a volume problem. Shades of Green has always been almost fully booked (except during the months of January and September) with the\u00a0<a href=\"https:\/\/www.militarydisneytips.com\/blog\/shades-of-green-resort-at-walt-disney-world\/shades-of-green-resort-eligibility\/\">eligibility categories<\/a>\u00a0that they have served in the past.<\/p>\n<p>Shades of Green had for many years allows <strong>all who served<\/strong> honorably (non-retirees) to stay in January and September with their DD-214. <strong>We will have to see if this now continues or not based on the new eligibility category. It may be that those who don&#8217;t fit the new law will end up being excluded (in September and January).<\/strong><\/p>\n<p>see:\u00a0<a href=\"https:\/\/www.militarydisneytips.com\/blog\/shades-of-green\/shades-of-green-stays-for-non-retired-veterans\/\">Shades of Green Stays for Non-Retired Veterans<\/a><\/p>\n<p>More than doubling those eligible to stay here will be difficult. The resort is just not set up for that many, they may have to rent, buy, or build a second hotel to accommodate the volume.<\/p>\n<p>The John McCain Defense Authorization Act is a great thing for those affected! I\u2019m just trying to put my little corner of the world in perspective where it is concerned. This volume problem I\u2019m sure affects the bases as well. You can present your VHIC to gain entry to DoD and Coast Guard installations and some commissary stores; and at point of sale at commissaries, exchanges and morale, welfare and recreation retail activities to complete your transactions.<\/p>\n<div class=\"page\" title=\"Page 6\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>The VHIC must display the Veteran\u2019s eligibility status (i.e., PURPLE HEART, FORMER POW or SERVICE CONNECTED).<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"page\" title=\"Page 6\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>Upon the first visit to an installation, eligible veterans must stop at the visitor control center.
