MDT has obtained some great information regarding Base Ticket Office refunds for Disney Armed Forces Salute Tickets.
First, I must stress that each Ticket Office is independent and can do as it decides and your experience will vary Base to Base. Also, technically Disney Armed Forces Salute Tickets are non-refundable, many Bases have you sigh an acknowledgment of this when purchasing and the Salute vouchers say the same on the back, so they are within their rights not to offer refunds.
Now the news:
For the time being participating Base Ticket Office can scan your ticket back(s) and send these to the central ticket purchasing office whether they are linked in MDE or not to ensure they have not been used. They will then send the physical tickets to central purchasing who will issue your Ticket Office a refund. Once they receive the refund they can issue you one.
Remember your experience may vary!
I say for the time being, because Disney has just extended previously sold Salute Tickets and will be extending the expiration on newly sold Salute Tickets when sales resume at an unnamed time.
Act Now for a Refund
So if you are unable to go within the Salute Ticket Extension (WDW 26 Sept 2021, DLR 16 Dec 2021), act quickly to get your refund.

Yes, someone else can buy your Disney Armed Forces Salute tickets for you and you can activate them on arrival. It is the activation, not the purchase that counts towards your limit.
