Disney Armed Forces Salute Room Package vs. Room-Only Reservation: Which Should You Book?

13 July 2026 by Steve Bell 13 Comments

If you are booking a Disney Armed Forces Salute room discount, should you choose a Room Only reservation or a Disney vacation package?

For most eligible military families, I recommend booking a Room Only reservation.

A Room Only reservation provides more flexible payment and cancellation rules, and eligible military families can purchase their deeply discounted military theme park tickets separately.

However, a Disney vacation package can make sense when you want to add a Disney Dining Plan or use a promotion that requires a qualifying Walt Disney Travel Company package, such as the 2026 Kids Free Dining Plan offer.

The important thing is understanding what turns a room reservation into a package—and how that changes your payment deadlines, cancellation rules, and ticket strategy.

Disney Armed Forces Salute Room Package vs Room Only Reservation

Disney’s Pop Century Resort

REALITY CHECK: A Disney vacation package is not automatically a discounted bundle. Adding components to your room can create stricter payment and cancellation rules without lowering the price of those components.

Quick Answer: Which Should You Book?

Situation My Recommendation Why
You are purchasing military-discounted Disney tickets separately Room Only Disney’s regular package tickets do not compare with military ticket prices
You want the most flexible cancellation policy Room Only Room Only reservations have a later cancellation deadline
Your leave or travel dates could change Room Only You retain more flexibility if military schedules change
You want to add a Disney Dining Plan Package A dining plan requires a qualifying package reservation
You qualify for the 2026 Kids Free Dining Plan offer Package The dining promotion requires a qualifying Walt Disney Travel Company package
You want to prepay the entire vacation before arrival Package The remaining package balance is due before check-in
You are choosing based only on Disney’s Magical Extras Usually Room Only The extras are rarely valuable enough to outweigh flexibility

STEVE SAYS: For most military families, Room Only is the better starting point. Book a package when you specifically need a dining plan or package-only promotion—not because Disney calls it a package or includes a few extras.

What Is a Disney Room Only Reservation?

A Room Only reservation includes your Disney Resort room and the benefits connected to staying at that resort.

It does not include:

  • Theme park tickets
  • A Disney Dining Plan
  • Travel insurance
  • Airfare
  • Other package components

You can purchase your military-discounted Disney tickets separately through Shades of Green, a participating military ticket office, or another authorized military reseller.

For eligible military families, keeping the room and tickets separate usually creates the best combination of:

  • Lower ticket costs
  • Flexible room cancellation rules
  • Better control over payment timing
  • More freedom to change ticket products or trip plans

What Makes a Disney Reservation a Package?

A Disney vacation package is created when another qualifying component is added to a Disney Resort room reservation.

Depending on the offer and reservation type, that component could be:

  • A Disney Dining Plan
  • Disney’s regular theme park tickets
  • Both dining and tickets
  • A package-only promotion
  • Disney’s Basic Package or another qualifying package structure

A package does not always include both tickets and dining.

Disney can create a package by adding only a dining plan or another qualifying package component to the room reservation.

MOST FAMILIES DON’T REALIZE: “Package” describes the reservation structure. It does not automatically mean you are receiving a bundled discount or that every included component is the best price available to military families.

My Recommendation on Adding Disney Tickets to a Package

If you are eligible for Disney military tickets, I do not recommend adding Disney’s regular general public theme park tickets to a Disney vacation package.

Disney’s package tickets are regular Disney tickets. Eligible military families have access to less expensive ticket options, including:

  • Disney Armed Forces Salute Tickets
  • Regular Disney Military Discounted Tickets

Those military ticket options should be purchased separately through an authorized military ticket office or Shades of Green.

STEVE SAYS: Even when a package makes sense because you are adding a Disney Dining Plan or using the 2026 Kids Free Dining promotion, do not add Disney’s regular theme park tickets. Buy your military-discounted tickets separately.

When a Disney Package Does Make Sense

Adding a Disney Dining Plan

A Disney Dining Plan requires a qualifying Walt Disney Travel Company package.

If you decide that a dining plan fits your family’s dining habits and budget, your Armed Forces Salute room reservation must be converted into or booked as a package.

STEVE SAYS: See 11 Reasons Why I Don’t Recommend the Disney Dining Plan! (except with the 2026 Kids Free Dining Plan)

Using the  Promotion

For qualifying 2026 dates and packages, Disney allows the Armed Forces Salute room discount to be combined with the Kids Free Dining Plan offer.

This can make a package worthwhile for families who:

  • Were already planning to purchase a dining plan
  • Have eligible children covered by the promotion
  • Will use the included dining credits effectively
  • Understand the package payment and cancellation rules

This dining promotion can add real value.

It does not change the military ticket recommendation.

Buy military-discounted theme park tickets separately.

Using Another Package-Only Promotion

Disney occasionally offers benefits or promotions that require a qualifying package reservation.

When that happens, compare the value of the promotion against:

  • The stricter package cancellation policy
  • The earlier final-payment deadline
  • The flexibility of a Room Only reservation
  • Whether the added benefit is something your family will actually use

Historical Perspective: How the Basic Military Package Appeared

I have covered the Disney Armed Forces Salute since the program began and have personally used the Salute room discount more than 40 times.

Before 2021, I had never encountered what Disney called a Basic Package Rate or Basic Military Package.

In spring 2021, a reader asked me about one on Facebook. Other military families then reported receiving similar reservations, and I encountered one myself while booking a fall 2021 trip.

Disney appeared to be automatically booking some military families into Basic Packages unless they specifically requested a Room Only reservation. I had to specifically ask the agent to convert mine from a package to a room-only.

What made the room-only reservation a package was the addition of Magical Extras, a collection of a few discounts that you probably wont use.

Disney explained to me that a package made it easier to add tickets, a Disney Dining Plan, or other components later. Converting a Room Only reservation into a package could require canceling the original reservation, refunding the deposit, and creating a new reservation under package rules.

HISTORICAL PERSPECTIVE: What began as a confusing new reservation type in 2021 is now better understood. The important question is no longer simply, “What is a Basic Package?” It is, “Do the package rules and benefits make sense for my family?”

Disney Armed Forces Salute Room Package vs Room Only Reservation

Disney’s Caribbean Beach Resort

Room Only vs. Package Payment Rules

The room price can be identical whether your Disney Armed Forces Salute reservation is booked as a Basic Package or a Room Only reservation.

The important differences are the deposit amount, when the remaining balance is due, and what happens if you cancel.

Reservation Rule Room Only Reservation Disney Vacation Package
Deposit One night’s average room rate $200 per reservation
Remaining Balance Due at check-in Due 30 days before check-in
Booking 30 Days or Less Before Arrival One-night deposit required; remaining balance due at check-in Full package price is due when the reservation is made
Penalty-Free Cancellation Deadline Cancel at least 5 days before check-in Cancel at least 30 days before check-in
Late Cancellation Penalty Canceling fewer than 5 days before check-in forfeits the first night’s room-rate deposit Canceling 2 to 29 days before check-in results in a $200 cancellation fee per package
Cancellation 1 Day or Less Before Arrival First night’s room-rate deposit is forfeited The full package price is nonrefundable

REALITY CHECK: The package may not cost more when you first book it, but it exposes much more of your vacation money much earlier. With Room Only, the remaining balance is not due until check-in. With a package, the entire balance is due 30 days before arrival. What if a short-notice TDY comes up 3 weeks before the trip?

Room Only Payment and Cancellation Rules

A Disney Room Only reservation requires a deposit equal to one night’s average room rate.

The amount can be more or less than the $200 package deposit depending on your Disney Resort, room type, discount, and travel dates.

No additional payment is required before your trip. The remaining room balance is due when you check in at your Disney Resort.

You can cancel a Room Only reservation without penalty up to 5 days before check-in.

If you cancel fewer than 5 days before check-in, Disney keeps the deposit equal to your first night’s room rate.

This later cancellation deadline is a major advantage for military families dealing with:

  • Leave that has not been approved
  • Changing deployment or TDY schedules
  • Training requirements
  • PCS timelines
  • Unexpected military duties
  • Family emergencies

MILITARY REALITY CHECK: A vacation can look firm several months in advance and still be disrupted by military requirements. Room Only gives you until much closer to arrival before a cancellation begins costing you money.

Package Payment and Cancellation Rules

A Walt Disney Travel Company vacation package requires a $200 deposit per reservation when it is booked 31 days or more before arrival.

The entire remaining package balance is due 30 days before check-in.

Disney does not automatically charge your card for that final payment. You or your travel agent must make sure the remaining balance is paid by the deadline.

If you book a package 30 days or less before arrival, the full package price is due immediately.

Package Cancellation Penalties

  • 30 days or more before arrival: Amounts paid are refunded, minus nonrefundable items and any third-party cancellation charges
  • 2 to 29 days before arrival: Disney charges a $200 cancellation fee per package, plus any other nonrefundable amounts or third-party fees
  • 1 day or less before arrival or a no-show: The full package price is nonrefundable

Nonrefundable items can include travel protection costs, airfare, personalized products, runDisney registrations, and charges imposed by third-party suppliers.

Disney also does not issue refunds for an early departure or for unused or partially used package components, including admission tickets and meals.

Package Change Fees

Changes made 30 days or less before arrival can also be subject to a $50 change fee per package, in addition to any price increase or third-party fee connected with the change.

PRACTICAL LESSON: A package makes sense when the dining plan or package-only promotion adds enough value to justify these stricter rules. Do not choose it without considering what would happen if your military schedule changed between 30 days and 5 days before check-in. During that window, a Room Only reservation can still be canceled without penalty, while a package cancellation costs $200.

What Are Disney’s Magical Extras?

Disney packages can include a collection of benefits commonly called Magical Extras.

These extras change over time and can include offers such as:

  • Miniature golf vouchers
  • Some Dining discounts
  • Some Shopping discounts
  • Some Recreation discounts
  • Discounts at participating Disney Springs businesses

The specific businesses, benefits, and restrictions change. Review the current package materials for the exact offers included with your reservation.

These extras can be nice if your family plans to use them.

They should not be the main reason you choose a package.

REALITY CHECK: Most military families save or lose far more money through ticket selection, payment rules, and cancellation flexibility than they gain from Magical Extras.

Many Disney Springs businesses also offer separate military discounts that do not require a Disney vacation package.

See Military Discounts at Disney Springs.

Disney Armed Forces Salute Room Package vs Room Only Reservation

Contemporary Tower Room Theme Park View

Credit Card Rewards Can Also Differ

Your credit card rewards program may classify a hotel room differently from a Disney vacation package.

For example, a card may award bonus points for a hotel purchase but treat a Disney vacation package as general travel or another purchase category.

This will not affect every family, but it is worth checking if you use a travel-rewards card.

STEVE SAYS: For instance, my Delta SkyMiles card gives me 3x miles for hotel stays, but only 1x for packages!

Who Should Choose Room Only?

I recommend Room Only for military families who:

  • Will purchase military-discounted tickets separately
  • Want the most flexible cancellation policy
  • Have leave or military schedules that could change
  • Do not want a Disney Dining Plan
  • Do not qualify for or need a package-only promotion
  • Prefer paying the remaining room balance at check-in
  • Want to keep room, ticket, and dining decisions separate

Who Should Choose a Package?

A package can make sense for military families who:

  • Want to add a Disney Dining Plan
  • Qualify for the 2026 Kids Free Dining Plan promotion
  • Are using another valuable package-only offer
  • Have firm travel dates and accept the stricter cancellation policy
  • Prefer prepaying the vacation before arrival

STEVE SAYS: Choosing a package for dining does not mean you should add tickets. Keep your military ticket purchase separate.

My Recommendation

For most military families using the Disney Armed Forces Salute room discount, I recommend starting with a Room Only reservation.

It gives you:

  • More flexible cancellation rules
  • A later payment schedule
  • The freedom to buy military tickets separately
  • Less financial exposure if military plans change

Choose a package when you have a specific reason, such as adding a Disney Dining Plan or using the 2026 Kids Free Dining promotion.

Even then, purchase your military-discounted theme park tickets separately.

REALITY-FIRST GUIDANCE: Do not choose a package because it sounds more complete. Choose it only when the package component adds enough value to justify the stricter payment and cancellation rules.

Frequently Asked Questions

What is the difference between a Disney Room Only reservation and a package?

A Room Only reservation includes your Disney Resort room. A package is created when another qualifying component, such as a Disney Dining Plan, tickets, or a package-only offer, is added to the room reservation.

Is a Disney vacation package cheaper than Room Only?

Not automatically. A Basic Package and Room Only reservation can have the same room price. The major differences are the included components, payment deadlines, cancellation rules, and package extras.

Should military families add Disney tickets to a package?

No. Eligible military families should purchase Disney Armed Forces Salute Tickets or regular military-discounted Disney tickets separately rather than adding Disney’s regular tickets to a package.

Can I add a Disney Dining Plan without adding theme park tickets?

Yes. A qualifying Disney vacation package can include a resort room and dining plan without adding Disney’s regular theme park tickets.

Can the Armed Forces Salute room discount be combined with Kids Free Dining in 2026?

Yes. Disney confirms that the 2026 Armed Forces Salute room discount can be combined with the Kids Free Dining Plan offer when booked as part of a qualifying Walt Disney Travel Company package.

Which reservation has the more flexible cancellation policy?

Room Only reservations have more flexible cancellation terms than Disney vacation packages. Confirm the exact deadlines and penalties shown on your reservation.

Do Disney packages include Magical Extras?

Yes. Disney packages can include Magical Extras such as dining, shopping, recreation, or miniature golf discounts. The participating offers and restrictions change over time.

Who should book a Disney package?

A package can make sense for families adding a Disney Dining Plan, using a package-only promotion such as Kids Free Dining, or preferring to prepay the vacation before arrival.

I recommend using an Authorized Disney Vacation Planner (travel agent)! Doing so can take the stress out of planning a Walt Disney World, Disneyland, or Disney Cruise Line Vacation, which can be a complicated and overwhelming task.

    Hi Steve,
the reason we went with the “package” instead of room only for this fall is that I have not decided yet if I want to add the Memory Maker at the military rate. From what the customer service rep told me, you can only add it later if you have booked the “package”. Not sure if that is of interest to some of your readers. Thanks for all the great info you provide.

    Steve,
Any update or rumors if they are looking into bringing back the dinning plans. I know they have to open up more restaurants. We are taking our vacation mid June 2021 and was hoping things would be more relaxed.

      Hi Jim,

They will be back. They are a huge money maker for Disney!

As you noted it’s all about social distancing and restaurant volume.

And WDW just took a step in the wrong direction with their restaurant mask policy update. You can no longer take off your mask while seated, you have to keep it on unless you are “actively” eating or drinking.

We were at Beach Club Villa’s 14-20 Feb and on a Basic Military Room (MilSalute Basic Pkg – 1 Bedroom) and used our extended tickets from last yr (4 Day Park Hopper Promotional). This was our 3rd attempt in a needed vacation after D closed in March 2020 (we were to be there the week they started the shut down). It worked out great, as we even upgraded from a regular Disney pkg Villa Studio to a Villa 1 bedroom for the same cost. Best of all, your site and email tipped us off to see if a new pkg was available, and D was most accommodating in upgrading us.

    Thanks for all you do!

      Thanks for the trip report.

We lave the Beach Club, it’s our favorite.

I was supposed to be there the week after you in 2020. and again in April. I got a free upgrade from a standard room to a suite at Art of Animation in January.

Thank you for the information on the difference between room only and room package bookings at the Disney resorts. I had no idea that there was a room only option and what the differences are. Would have chosen the room only as we reserved 3 rooms! We will be staying at the Coronado Springs the end of November.

I’ve been trying to find out about pricing for Memory Maker at the Military Rate if it is still available. Can you please direct me to information on this please?

    Enjoy your articles.

Yes it is still available at WDW, but not at Disneyland Resort for 2021.

N announcement yet for 2022 and DLR is not offering it in 2022.

We have the military basic package but due to ever changing covid, we’ve decided it makes more sense to add standard tickets to our package rather than saving money on the military salute tickets, since those are non-refundable and have an expiration date.

However, our travel agent can’t get the Disney to let us add the tickets now without paying for the tickets in full – separate from our package reservation. Which means they wouldn’t be refundable. We want them included in our package cancellation. The description of being able to modify an existing package up to 30 days doesn’t seem to apply.

Has anyone else run into this problem? Any advice I can pass on to my travel agent?

      Hi Angela,

Has your agent tried just doing a new package with your desired ticket options? They could then cancel the old one.

We are looking to book a room only for our next trip and like you we have done this multiple times. I am wondering if booking it as a “Basic Military Package” would allow us to use our DIsney Visa for the zero percent financing. Has anyone tried this? I know that the “room only” bookings do not usually qualify because you have to book a package. Has anyone tried this?

      Hi Evelyn,

Prior to 2020 each new year’s Salute was announced in late September. Since 2020 things have been wacky. I’d hope that if they offer a 2023 Salute they would go back to the standard late Sept announcement.
