If I Activate My Disney Armed Forces Salute Ticket Prior, Can I Use It During Blockout Dates?
Sorry, the answer is No.
Disney Armed Forces Salute Tickets  it will it will not be valid during the blockout dates, which are 9-23 April.
Disney Armed Forces Salute tickets are not valid during the Blockout timeframe, no matter when activated.
You will have to resort to the less desirable Regular Military Discounted Disney Tickets.

We are looking at going to Disney in December of 2018, assuming Disney renews the military salute for 2018, I noticed that the 2017 offer runs from 1 January 2017 to 19 December 2017. Does this mean that the salute does not cover 20 December to January 1st. I ask this because we are looking at going from 15 Dec- 21 Dec of 2018.

Yes the Disney Armed Forces Salute has never included the most busy times of the year, The height of spring break and the week or so of Christmas and New Years have always been excluded. Note this year they did drop the blockout dates at WDW only for spring break due to lower than anticipated interest.
