The Universal Orlando Resort has continued its Special Military Tickets called the Freedom Pass for 2025.

Freedom Passes are “Unlimited Use Tickets” that are sort of like a Universal Annual Pass, but without the other benefits that Universal adds to their regular annual passes (like parking and discounts). These are officially not passes.

Details

Offer Dates: 

The Universal Orlando Freedom Pass is valid for use from today through and including 19 December 2025.

Freedom Pass Blockout Dates are:

Universal Orlando Freedom Pass – Spring 2025 Bolckouts Removed!

  • 25 December 2024 through and including 2 January 2025
  • 14 April 2025, through and including 20 April 2025

This Pass is a Park Hopper for either 2 or 3 parks.

Pass Types: 

As expected, Epic Universe is not included in these passes! Only Universal Studios Orlando, Islands of Adventure, and Volcano Bay are included, just as in years past.

2 Park, Park-to-Park Freedom Pass – Both Adult & Child Versions

The 2-Park, Park-to-Park Military Promotional Pass entitles 1 eligible person admission to the following Universal Orlando Resort theme parks each day: Universal Studios Florida and Universal’s Islands of Adventure.

3 Park, Park-to-Park Freedom Pass – Both Adult & Child Versions

The 3-Park, Park-to-Park Military Promotional Pass entitles 1 eligible person admission to the following Universal Orlando Resort theme parks each day: Universal Studios Florida, Universal’s Islands of Adventure, AND Universal’s Volcano Bay Water Theme Park.

Pass Prices:

Unlike Disney, this year Universal’s 2025 Freedom Pass has not increased in price!

There has only been one $10 price increase since the program started in 2021!

  •  2 Park Freedom Pass – $210 Adult/$205 Child – For the whole year!
  •  3 Park Freedom Pass – $245 Adult/$240 Child – For the whole year!

These Freedom Pass are only available at your Base Ticket Office or through your Travel Agent as part of a package.

They are not available at Universal’s gates!

Pass Purchase Limits: Those eligible may purchase and activate a Maximum of 6 Freedom Passes during the offer period.

Universal Orlando Freedom Passes DO NOT include admission to separately ticketed events like Halloween Horror Nights!

Note! These are a specially priced offer and are much cheaper per day than the Regular Military Universal Tickets. Compare prices! It might be cheaper to buy these for a shorter stay than the shorter Regular Military Discount Tickets.

There seems to be a lot of confusion about these passes both here and on facebook when I’ve shared this info in the past. So in an effort to be clear:

These Freedom Passes are unlimited-use tickets that are like an annual pass, without any other benefits that usually go with an AP, like free parking and discounts.

You only pay the price once for the whole year, not on every visit or every so often.

Pass Number Limit

A big change this year is that Universal has done away with its “Single Purchase” rule, which stated that there could only be a single purchase of Freedom Passes even if you wouldn’t maybe need Freedom Passes later in the year for others. This corporate rule wasn’t enforced at the parks anyway, but now it is official!

Both the member and spouse are eligible for 6 Freedom Passes and can purchase these at any time during the offer. Universal does say that you need to use the same location for follow-up purchases as you did for the initial one.

Eligibility

Those Eligible for This Offer Are:

  • Current or Retired US Military -Active Duty, National Guard, Reservists, US Coast Guard (with valid military ID!)
  • 100% Service Connected Disability (with service-connected US military ID!)
  • Spouses of Eligible Service Members
  • DOD Civilian Employees

Note: Both the member and spouse have their own eligibility, so 12 tickets total for that family.

However, those who might have 2 eligibilities, e.g. a Reservist/Guardsman who is also a DoD Civ, or a military retiree who is a DoD Civ only have 1 eligibility of 6 tickets, it’s per person, not per ID.

These tickets are priced extremely low, therefore they are a fantastic opportunity for Military personnel to visit both Universal Orlando’s original theme parks (Universal Studios Florida & Universal’s Islands of Adventure) as well as take advantage of experiencing Volcano Bay Water Theme Park!

Not Eligible:

  • Non-Retirees e.g. DD-214 or VA Card
  • Divorced souped with benefits

Pass Details

Please Note/Most Important!!! – The Freedom Pass does not include any extras, like parking or discounts on food or merch! Only park admission is included. These passes might not be best for those who are local or semi-local who buy regular annual passes and drive.

So if you will be parking each day in Universal’s garage or would like to use the AP discounts, total up all costs each way before purchasing these passes.

These are perfect for those who fly in, use the Superstar Shuttle or other airport Transportation, and stay on property for one long stay or several shorter ones during a year. I did a couple of trips last year and it was perfect.

The eligible person must present a valid Military ID at the time of voucher purchase and when exchanging the voucher at the Universal sales window.

Universal’s Officially Stated Rules:

  • Limit 6 Passes during the program period per eligible person.
  • All passes must be purchased at the same location.
  • Passes are UNACTIVATED when purchased.
  • Passes will be ACTIVATED at any Universal Pass Sales window with a valid ID presented by the military member or military spouse; military member or spouse MUST accompany the party to the Pass Sales window for the first activation of the Passes, and use one of the tickets; Dependent children CANNOT activate Passes on their own.
  • Passes are not valid after 20 December 2024
  • This offer is not valid at Universal Studios Hollywood
  • The military sponsor, whether member or spouse MUST be with their guests on their first day of use of the 2022 Military Freedom Pass tickets as they will need to walk them through the turnstile with military ID. These tickets are not for gifting.

How to Buy Freedom Passes

Freedom Passes can only be purchased at your Base Ticket Office (including Shades of Green and the Orlando ITT) or as part of a Military Discounted Package through your Travel Agent.

When you purchase tickets/passes as part of a package they are protected because if you change or cancel your reservations, the whole package is refunded.

If you purchase them on Base all sales are final!

FAQ: Universal Orlando Resort 2025 Freedom Pass (Military)

What is the Universal Orlando Freedom Pass?
An unlimited-use, year-long ticket for eligible military families—like an annual pass without typical AP perks (no free parking or in-park discounts). Valid through December 19, 2025 (blockouts apply).

Which parks are included? Is Epic Universe included?
Choose 2-Park (Universal Studios Florida + Islands of Adventure) or 3-Park (adds Volcano Bay). Epic Universe is not included; there is an Epic Universe 1-Day add-on option for 2025.

What are the 2025 prices?
Universal kept pricing the same (only one $10 increase since 2021):
• 2-Park Freedom Pass: $210 Adult / $205 Child (all year)
• 3-Park Freedom Pass: $245 Adult / $240 Child (all year)

What are the blockout dates?

Dec 25, 2024 – Jan 2, 2025
Apr 14 – Apr 20, 2025

Where can I buy the Freedom Pass?
Base Ticket Offices (including Shades of Green and Orlando ITT) or via a military-savvy travel agent as part of a package. Not sold at Universal’s gates.

How many can I buy? Did the “single purchase” rule go away?
Up to 6 passes per eligible person during the offer period. The old “single purchase” rule is gone. Member and spouse each have their own eligibility (potential 12 total per family). Universal asks that follow-up purchases occur at the same location as your initial purchase.

Who’s eligible?
Current or Retired U.S. Military (Active Duty, National Guard, Reserve, U.S. Coast Guard); 100% Service-Connected Disabled Veterans (with service-connected military ID); Spouses of eligible members; and DoD Civilian Employees.
Not eligible: non-retiree veterans using only DD-214/VA card; divorced spouses.

How does activation work?
Passes are unactivated at purchase. Activate at a Universal Pass Sales window: the military member or spouse must be present with valid ID, accompany the party, and use one pass on first activation. Dependent children cannot activate on their own.

Does the Freedom Pass include parking or AP discounts?
No. It’s admission only. If you’ll pay for parking and want discounts, compare the math versus a regular Universal Annual Pass. For fly-in/on-site trips using resort/airport transportation, Freedom Pass value is typically excellent.

Is this better than buying regular military-discounted Universal tickets?
Often yes, even for shorter stays, because the Freedom Pass daily cost is so low. Always compare totals for your dates and party.

Are special events included?
No. Separately ticketed events (like Halloween Horror Nights) are not included.

Can I combine with military room discounts or packages?
Yes. Universal offers military room discounts and vacation packages (“Create Your Own” and “Wizarding World Exclusive”). Packages include Freedom Pass, Early Park Admission, and hotel options (including 2025 openings like Helios Grand, Stella Nova, and Terra Luna).

How-To: Buy & Use the 2025 Freedom Pass (Quick Guide)

  1. Verify eligibility & count passes. Confirm ID status. Plan up to 6 per eligible person (member + spouse each have their own eligibility).
  2. Choose pass type. 2-Park (USF + IOA) or 3-Park (+ Volcano Bay). Epic Universe is not included—use the 1-Day add-on if needed.
  3. Purchase at the right place. Buy at a Base Ticket Office, Shades of Green, Orlando ITT, or via a military travel agent (packages refundable as a whole; base sales are typically final).
  4. Activate on arrival. Go to a Universal Pass Sales window with valid ID. The member or spouse must be present and use one pass to activate the group. Use the same location for follow-up purchases.
  5. Mind the blockouts. Avoid the dates listed under Blockout dates above (update if spring blockouts are officially removed).
  6. Optimize value. If driving/parking and seeking discounts, price out a regular AP vs. Freedom Pass. If flying and staying on-site, Freedom Pass is often the slam-dunk choice.

    Hello I was wondering if you have any information about entry into Epic Universe ? Will the freedom pass allow entry ?

      Hi Nicole,

      No, the Freedom Pass will not get you into Epic Universe. It will be a separate ticket. We don’t yet know if a slightly discounted military version will be available or not once it opens.

      This has to do with attendance. You don’t discount something that has enough or too much attendance.

      We are lucky that they offered the Freedom Pass for 2025. Back when their Harry Potter areas opened, they terminated the special yearly highly discounted military offers for 2 or 3 years.

      Hi there Robert,

      Yes, I sure do. Universal announced prices last month.

      First, let’s address the elephant in the room. Epic Universe does not currently offer military discounts, and I would not expect one for a year or two, maybe more.

      Discounts, military or otherwise are offered to attract bodies. When attendance is projected to be too high, discounts are not offered (controlled by blockout dates, or offer start/end dates at both Universal and Disney). When Harry Potter came to Universal Orlando and Islands of Adventure opened, Universal did not renew their special military highly discounted tickets for several years, until attendance normalized.

      I was actually thinking there was a possibility of no Freedom Pass this year.

      So that leaves the military community with purchasing general public tickets either online ahead or in person at Universal.

      Universal is not offering 1-day tickets for Epic Universe at this time. Prices vary by day of first use. The 2-day Epic Universe only tickets will cost an adult between $253.47 (Sept 8-9 the cheapest 2-day periods in the year) and $370.62 (Christmas week) tax included in 2025 per adult (kids slightly cheaper).

      To compare their 2-day 4-park tickets are $324.83 to $438.78 tax included.

      Now, to caveat all the above, it is possible that Universal will provide military resellers (Base Ticket Offices) the general public tickets above to sell at the list price (they have not at this time, although general public sales have already started). If they do, you will see a small savings due to the lack of sales tax (which varies by State). For instance, if you purchased the adult 2-day Epic Universe only tickets I quoted above from Shades of Green or the Orlando ITT, they would be $305. to $ 412.

    Just for clarity you can buy the Freedom Pass through Universal. You don’t have to use a base ticket office, Shades of Green, or a Travel Agent.

      Hi Steve,

      You cannot buy the Freedom Pass at Universal’s ticket windows or their hotel ticket counters. The only way to purchase through Universal and not a base ticket office is as part of a military room and pass package.
